Jinbaolibao is the transliteration of Kai Da Ge Lan Community, which was originally called as Kimauri or Jinbaoli, with its geographical range approximately from ShiMenDong to Wanli during the Dutch and Spanish occupation of Taiwan. From the middle period of Tsing Dynasty, the Jinbaolibao was established under the administration of Hall of Keelung, Taipei Prefecture, Taiwan Province, with its range from ShiMenDong on the north to the MaSu Mountain on the south. Stretching over the whole area is the No.2 Provincial Route ( Bin Hai Highway) to ensure the local traffic and connection to the Yang-Chin Highway of Taipei City.
In response to the rural transformation, the Soil and Water Conservation Bureau, Council of Agriculture, Executive Yuan has integrated the beauty of Bei Hai (North Sea) with the local ecosystem, humanism and agriculture in the north coastal area, thereby creating the features of the regional development with connection to the adjacent sightseeing places and with the sponsorship of industry cultural activities to accelerate the growth of recreational agriculture and realize the value-adding effects of rural construction. Jinbaolibao covers four townships named as Sanjhih, ShiMen, Jinshan and Wanli separately, where the Huangtan community of Wanli Township is an out-of-the-way coastal resort for the rural leisure tourism. Except the white sulfur springs (acid sulfate spring) of excellent quality there, this community also plans to develop a number of activities including gardening, water playing, hot springs, pa pa walk and tour on creek ecosystems, all of which are worthy of your personal experience.

Huangtan is a beautiful farmstead locating on the north coast, where the deep green hills and valleys, the lucid mountain streams as well as a group of clodhoppers loving their hometowns and land have altogether fabricated the charms and humanism of this small town, which are extraordinarily fascinating. Through the joint efforts made by both the community residents and the Soil and Water Conservation Bureau of Council of Agriculture under the Executive Yuan in recent years, this small piedmont village locating in the Wanli Township, Taipei County has now been transmuted into a wealthy and beauteous rural area, which has gained in less than three years, the excellent remarks in the community development evaluation of the Ministry of Internal Affairs, and thus ranked first in the Taipei County.

The community sustainable development project of Huangtan is attracting the representatives of all other communities throughout Taiwan to seek the acquisition of successful experiences here, while the owners of this community has contributed their land gratuitously to build up the new outlooks of their village in close cooperation with the SWCB, thereby converting the derelict farmland into a scenic park. The Yuan-tan-chi River park is another excellent space available in the area of Huangtan, where this principal river traversing the whole district is rich in natural fragrance and on its channel bed, the ecological engineering method is employed to construct the stone revetment and ladder bed protection works by which to display the continuous layers of white stream. Meanwhile, a swimming pool of extremely fantastic natural conditions is also formed with more abundant organisms living in its ceaseless streams of creek water, where you can go down the bank walk by steps to enjoy the pleasantly cool water or go for the ecological observation.
You may well appreciate the beauty of Huangtan by walk, or by a bike while taking a leisure and meandering tour of the village and talking about its past and present with the local Taoists.
A dual structure of bicycle track and pedestrian mall is designed on the rainbow walk formed between rivulets. If you travel along the Yuan-tan-chi and through the gardens there, you will find arrays of maples and azalea planted at both sides of the walk, while your riding route can be directly connected with the roads in the village, thus allowing you to take a tranquilly comfortable trip of this small town.

Wanli Town was a base from which General Zheng Cheung Gong in Ming dynasty led his troops to land on Taiwan and started the Hans' settlement. Those rustic flavors of rural clans are well preserved in the Huangtan Village of this town where yam and rice are grown as the staple. In particular, as the yam grown there contains the appropriate moisture, such crop can be very savory and palatable. Freshly roasted yam is available for tasting in the Huangtan Village where a bustling Yam Festival is held in each August during the season of harvest.

Huangtan can just speak for its close relevance with the geothermal resources available at this place. Flowing through the Huangtan Village is the Huangtan creek, on the upstream of which one can see the wispy smoke of sulfur and gurgling hot springs, and the channel bed of which is also in the yellow brownish color due to the sulfur. This community is now undertaking the design of a hot spring hotel, whose site is selected near a fruit big tree growing over one hundred years. In future, this resort will stand to become a first community-operating hot spring tourist vacation center throughout Taiwan.
